Nach seiner Ausbildung in den 1960er Jahren in Madagaskar war er beim Zoll in Mayotte beschäftigt<ref name=":0" />. 1972 und von 1973 bis zur Unabhängigkeit der Komoren im Jahr 1975 war er Finanzminister. 1978 wurde er zum Interimsgouverneur der Insel Anjouan ernannt.<ref name=":0" /> 1984 war er Staatsminister, danach bis 1989 Sonderberater des Präsidenten Ahmed Abdallah Abderemane.<ref name=":0" /> Er war vom 27. Dezember 1996 bis zum 9. September 1997 Premierminister der Komoren. Er wurde entlassen, da es zu Unabhängigkeitsbewegungen auf zwei der Inseln der Komoren gekommen war.<ref>{{#invoke:Vorlage:Literatur|f}}</ref>
